How it is calculated
The surcharge starts from a base percentage set against a reference diesel price. Each month the prevailing diesel price is compared to that reference, and the difference is multiplied by an adjustment factor to produce the published percentage. The result is held within a floor and a ceiling so that rates stay predictable.
